Got round to the logs attached.
Not sure what to try tweaking next, maybe some catalyst setting.

Does it happen if you disable the DVBRadio and/or Weather plugins?

Also, you're getting an error when loading the DVBRadio plugin. Possibly references a different version of GBPVRBackendCommon.dll than you have on your system?

Code:

I got rid of the offending plugins, but still the same. I also tried un-ticking all but essential plugins from config but still no chnage.

I had a play with some of the catalyst settings stripping it down to the bare minimum bells and whistles but nope. Guess I'll have to live with this until I need to do a re-install one day. Only things I can "prove" in summary:

GPU -> 100%
CPU -> circa 60%
Only when another app Window is fullscreen on top of main menu
Only main menu (not guide etc)
Only on Slick
Not related to EVR
Not related to mpeg decoder
Not related to slick background picture

last set of logs attached with dvb radio and weather plugin removed, but before I unticked all other not required plugins.

I tried this as well. I had pvrx2 open on menu (slick skin) and then opened IE and PVRX2 started using 50% cpu whereas on its own it only use 2-3% strange.

I have no plugins other than come with GBPVR

I tested this. I opened PVRx2 to the menu (using the Slick skin), switched to IE and my CPU has not jumped above 4% while I type this.

Elmo, your logs still show a lot of activity by the Weather plugin. It could also be video driver related.

What is your hardware setup? video card and drivers?

I also got rid of all traces of the weather plugin after the last logs I posted, it's not that. I think you are right with the video drivers theory.

I'm on last months ATI drivers but the problem as far as I know has been there since slick (rather than being related to a driver update)

I'm running a 4670 as well but it's on the 9.11 drivers and a Phenom Quad core processor. I'll test tonight on my dual core w/ 3650. It has last month's drivers on it.

My office rig also has a 4670 in it but I'm pretty sure it doesn't show the problem....but its on XP 64bit.

I could try dropping my HTPC back to its integrated graphics....but I don't really want to mess with it too much.
