MediaInfo shows them to be the same type.

Did more tests..
WMP (10) doesnt play the 'bad' files either (it appears to, but no sound). GSpot doesnt play any of them natively, but it does play all of them using the MS A/V tests. (display shows SRC-->Default DirectSound Device)

I still cant find a darn difference in these files..
Been tossing all kinds of mp3 tools at them. I even tried removing all of the ID tags New hint, thats preetttyy odd. The tracks that dont play are all in the same subfolders. Its part of a yearly collection, so say.. none in 1982 will play, but all in 1979 do. Graphedit plays them all (working and non) using the same routine, and they all play audio there. WMP exhibits the same problems as GBPVR WinAmp plays them all fine.

what happens if you move a file from 1982 to 1979 does it play

I tried an 82 file copied into the 79 folder, doesnt play.
Copied a 79 file into the 82 folder, does play. So,probably either the orig mp3 generation (or tagging?), or the archive/unarchive process.. I guess ?

do you have ffdshow decoders installed ?(im wondering if this is the issue)
im using graph studio and have it playing but still working on getting it to play in windows media player

ok it wasnt ffdshow
the file has crap at the end apparently someone earlier was write i think it was to do with the ID tags download this and fix the files http://sourceforge.net/projects/mp3val/

Note that one side effect is that it removes the MP3Gain tags although it doesn't seem to remove the actual gain applied - the file you sent me was still sitting at 89.0 after running mp3val. I tried using MP3Gain on the corrupted file to remove the gain, but it didn't seem to have any effect - you'd need to check this out on a few other files yourself - the file you sent me could have naturally been at 89.0... BTW I don't believe that the problem was caused by MP3Gain - I've got over 14,000 tracks which have all been through MP3Gain 1.2.5 and I've never come across any of them with this problem.
