I don't have any Realtek devices myself, but we've seen numerous reports of flakey Realtek drivers in the past, and needing to use specific versions to get them to work, so I'm assuming this is the case here too.

For future reference there is nothing wrong with the drivers supplied the RTL2832U based tuners the problem is that some versions of Windows insist on overwriting them with older 2009 drivers which are for different tuner chip.

The early devices used the Realtek RTL2832U demodulator chip with E4000 tuner chip (RTL2832U + E4000) but around 2011 the E4000 went out of production. From around 2012 the tuner chip used was a R820T so the current devices are called RTL2832U+R820T and the supplied driver called R820T and dated 2012. The 2009 drivers Windows insists are the latest are for the E4000 tuner so obviously wont work with recent devices

The good news is that the latest Windows 10 (Creators) update does not overwrite the driver!! However as the RTL2832U only supports DVB-T it is now less useful for TV so expect most are now used for SDR applications which is what I bought mine for.
