Does it behave the same on both tuners? Be sure that the cable is connected to the TV input and not to the FM (probably obvious, but...). You might also try connecting the cable to a TV to be sure it's not a bad splitter/cable/connector/etc. Also be sure that you've selected Cable (rather than Antenna) for the input and U.S. for the country. You might also try other drivers.
FWIW, I just got a 500MCE and one of the tuners is very fuzzy, like there's no cable connected or it's very weak. The other tuner is just fine. I set it so the 'weak' one uses s-video input for my satellite system which sorta solved the problem. Someone else on here has a 500MCE that acted the same as mine. I suppose it could be a bad production run.

Yeah, it behaves the same on both of the tuners. I have also tried a different cable, with the same results. And I tried by neighbor's tv with both cables and it worked fine. And yes, its hooked up to the TV input, which was the first thing I checked.
As for different driver versions, I have the latest ones form Happuague's website. Is there any specific version I should try?

Are you sure you have a good signal into the 500? Disconnect the cable from the 500 and connect it to a TV to be sure the signal is good.
The shspvr site has older drivers, I think. Try ftp://ftp.shspvr.com/download/wintv-pvr_150-500/inf for different drivers. It might be worth trying a couple of them, altho I doubt that's the problem. It sounds like a bad signal into the card. Or else the card is defective.

I've already tried the cable into a seperate TV and it works fine. At this point, I'm assuming the card is defective and am going to call Happauge on Monday.
