That is the expected behaviour. The skip buttons are used for page up & page down.

Its only supposed to be used for skipping music tracks when you're in the main menu - not other screens like Music Library etc, since these keys are used for other things like page up/down.

Interesting; i hadn't any error with my MCE Remote V2a (the european one with the Teletextbuttons).
Could the V2 and V2a differ really so much from each other? If yes, than i understand, why HIP and Co won't work with my remote.

But this doesn't work for me - I tried.
Skip/Replay don't work in My Music plugin either, though according to the plugin description they should skip to the next/previous songs. Does plugin get the button-press events from GBPVR?
Can MCE Remote be configured in GBPVR (the actions on button presses be customized)?

Yes, but some of the common remotes do not have CH+/- keys, but they all have the skip keys so I need to provide these as Page Up/Down.

I dont know anything about the My Music plugin, so I cant really help you with that specific aspect of your question. I do know that some people have problems with keyboard/remote handling when they use WMP for playback, as a result of the WMP visualisation window sometimes swallowing keystrokes. This affects only a very small number of users, but might be affecting you. You could see if it behaves any differently if you set the following in config.xml.

<UseWindowsMediaPlayerForAudio>false</UseWindowsMediaPlayerForAudio>

I encountered the same problem in the Music Library with my CyberLink remote control (supposed to be MCE compatible)...
Hopefully someone can look into the problem because I'd like to use the Music Library plugin because it is nice and simple!

As a workaround I thought maybe the HIP tool can provide a solution but its complexity scared me off a little bit. Anyone got some advice?

Just read in the forum that the skip buttons are supposed to work only from the main menu when playing music, but this doesn't work for me either... The control+arrow-keys work from both the main menu and the music library menu and should be equivalent to the skip buttons on the remote.
