I *think* I understand what you are asking for. I had the same problem. What I did to make it work the way I (and I think you) want...
1. Create a folder (I called mine "Video Shortcuts").
2. Put shortcuts to the folders you want to show up inside that folder. (ex: "c:/video/tv show 1" and then "c:/video/tv show 2" and finally "d:/recordings/cartoons" etc...).
3. Set your config directory to the folder with all the shortcuts. All the shortcuts should show any folder art you have set in the destination folders.
The first time I ran Video Library, it took a couple of times clicking on the shortcuts to get everything straightened out. The first time I clicked a shortcut it would kick me to the main menu. The next time it worked fine.
One note is that all the shortcuts will have a (*) at the end of the name.
Hope this is what you are after and works for you.
EDIT:
I just added another shortcut, and when I started up gbpvr and tried to run Video Library, it wouldn't work at all (just kicked me back to the main menu). I restarted gbpvr again, and everything worked fine and all the shortcuts\art showed up.
