Stuttering/Audi Glitches for Inputs via CableTV Box, but fine for FTA Digital Tuners?

Both had been working OK for a while, but for some reason when I get the feed via the cable decoder Box, into my Hauppauge WinTV, esp. the sound and sometimes the audio stutters badly. My two FTA Digital Tuners have no problem. I swapped out one WinTV card for a spare I had but same issue, so I don't think it's the card. Tried 3 sets of decoders (Nvidia, ATI, ffmpeg), all same.

I had "the cable guy" over to check out the decoder and teh modem which feeds it (the Telco uses a modem for both the Internet Feed and Broadband TV which goes into the decoder).

I'm at a loss, because the "the cable guy" showed me that when fed straight into the TV, there was no Problem.

I did some more testing.

The OTA Feed (5 Streams) is MPGV and AC3 and plays back just fine.
The Cable Feed (2 Streams) is MPGV and MPEG1/2 and plays back poorly.

I tried a rake of the MPEG1 decoders on the cable channel some work, some don't. Is the bitrate too high maybe, the Nvidia graph shows it always at the top end of the scale?
