There is no error or success message, simply nothing happened. (With the unix style '/' I got errors.)

Actually, it was imported from Germany. I needed an 8 tuner DVB-S SAT>IP device, and this was the best option.

I did have to make a change recently for a Digital Devices PCIe device that another user had. You might be having the same issue they have - try the attached patch.

Yes, you'll often get this message when it is stopping a SAT>IP. It's not a tidy message, but it's not related to your issue.

Thanks, I replaced the DLL and tried:
  1. file:\\D:\tvhd.m3u
  2. file://D:/tvhd.m3u
  3. file://D:\tvhd.m3u
Non worked, new: no error message at 2.
Attached is my used M3U file.

Yes and no: The initial error is gone, i.e. now the channel scann works. Then I started live TV and … the same as with my FRITZ!Box: At channel switch the picture gets frozen. Difference: The new channel delivers data, i.e. the new created *.ts file in '...\Puplic Videos\' is several MBs large. I was then trying to collect a clean log file summary. This is not possible, after restarting the NPVR service the Live TV option says "Unable to find available capture device" and that is it. A PC reboot is not changing anything. The NRecord.log (attached) tells "enabled and present" next line "does not have channel".

It seems I have a mix of Fritzbox and DigitalDevices channels -> I have to cleanup this 1st, i.e. my post above is (may be) obsolet.

1) It is, now the Digital Devices Cine C/T (V6) tuner card runs well with NPVR 4.2.4 190307. The CPU load is also OK: approx. 12 % one my core i3 Smile. Back to the orig. thread issue:
2) In Post #5 you asked me if the buffer TS file has some size and I was telling no. This has changed today, see my post #27.

Proposal: We should concentrate on the "IPTV Device" setup. As I mentioned in my post #9 "PVR IPTV Simple Client" of Kodi runs well with my FRITZ!Box. Martin tells then I should do the same with NextPVR. I tried but failed. The issue that I cannot load my M3U file (post #26) is may be easier to debugg?!
The 'NPVR.log' tells for all of my three made M3U load attempts:
