Newbie to skins

I thought I would have a poke around & modify some skins to see how they work, but I'm not sure how the size dimensions work in the following lines from the standard Blue skin

What does the 166,45 size refer to when the image is sized to 155,30?

in simple words, this means, that a rectangle of 166x45 pixel is reserved for the button. in this case, the rounded rectangle begins 4 pixels from the left of the rectangle and 5 pixels from the top of the rectangle.

the size of the composite image gives the total size of the element. the inner elements (images, rounded rectangles and so on) are placed relative to the composite image. you can place various elements inside a composite image.
