wattage isn't always the best way to rate a PSU, alot of companies will base their ratings on peak wattage while the actually PSU will be noticably weaker than that, one is best off sticking to major brands for PSUs with decent amperage ratings on the +12V rail

To find out the wattage you require from a power supply have a look at the calculator at http://www.extreme.outervision.com/psucalculator.jsp
This turned out pretty accurate and pretty much agrees with http://www.silentpcreview.com which is where I learned how to keep my PC silent.

I have an antec neopower 430, its decent and modular, but i wouldnt mind it being quieter...
Still, my harddrives are louder than it, so go figure!

My 3rd quiet PSU (I have 3 computers) is the SilverStone SST-360 360W Super Silent Power Supply from http://www.pcalchemy.com. It was cheaper than anything of value that http://www.newegg.com had. It goes for US $36. It is as quiet as my Seasonic Super Tornado SS-300FB I bought from Silicon Acoustics 2 years ago at $65. It is also as quiet and cheaper compared to my Enermax (I forget the model number). Do not get a CoolMax unless there is at least a 1 year warranty.

I had to replace my hard drives with Maxtor FDB motor drives, replace the heatsink and fans with Zalman flowers, remove the case fans, and replace the PSUs before I was satisfied with the low noise. Also I made an exhaust hole for the PSU for the computer in the desk cubby hole and replaced its CPU with an AMD mobile CPU. The mobile CPUs run much cooler. That one has an Arctic Cooling Copper Silent 2M, I purchased for $20 from http://www.QuietPCUSA.com, set at the lowest speed.

I monitor my computer temps and fan speeds with speedfan. http://www.almico.com/speedfan.php

NorthQ 4001AT 400W PSU. Very Quiet. Rated at 12-17dB. Relatively cheap.
AMD Sempron 3000, XP Home SP3, Maxtor 200GB SATA, 512MB, PVR-150, NOVA-T-500, ATI 9550, Silverstone LC13

Yep, I have a volcano 11 with a quiet yate loon on it, dialled down to 5v or so, and one fan in my psu (thats it). I have to suspend my drives really, when the pc is in sleep mode (hdd's off) its extremely quiet.

just an update for my system, I went with the Sea Sonic S12-600

very nice......power and quiet......and a slew of cables.....
