web server wont start

Hi

I am having trouble with the web server I get the following error message

7-12-20 15:39:32.156 ERROR [4] Error starting webserver: Could not load file or assembly 'GBPVRRecordingService, Version=1.0.2870.25789, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The module was expected to contain an assembly manifest.

tried reinstall even system restore still wont start any ideas?

Can you tell me the names and date/times of the files in your C:\Program Files\devnz\gbpvr\web\bin directory?
