Playback gets glitchy after skipping scenes.

When I being watching a recording, playback is fine. If I skip ahead or back playback doesn't quite studder, but motion can get a bit blurry and less fluid. Does anyone know what I can do to fix this? Thanks in advance for your help.

EDIT: This also occurs if GB-PVR skips part of a video because of comskip.

can anyone upload a copy of the directx9b quartz.dll? I can't find a copy of it using google, and my Windows XP disc is SP 2 so I never had directx9b. A copy of this file would be much appreciated.
