whats the difference between a decoder and a renderer?
better yet what does a renderer do?

A decoder takes a chunk of compressed data, like MPEG2 video data, and converts it back into raw video frames (pictures). The video renderer then displays those frames on your monitor or tv.

so then i would tend to think that a fast motion blur or pixelation problem would be caused by the decoder and something like artifacts on the screen might be caused by the renderer...
Or can either problem be caused by either source or a combination of the 2 sources?

Signal problems are often the cause of artifacts. Pixelation and motion blur are often down to the decoder (and bitrate used by the broadcaster), but sometimes the renderer can also have an impact on how visible these problems are.
