Where does the playback OSD come from

I'm fairly sure that I have the same plugins and setup in config on my pc at work as I do at home. But when I play a capture on one, I get the top and bottom osd showing green bar and blue play options. On the other, they are not there.

Ok, I have figured out that I only see the play bar and blue menu osd when I have it set to overlay manager on my tv setup. But on my pc setup, it is there with vmr9, vmr7, or overlay manager. Is that a result of the video codec it is using? Also, how do I know which codec it is using if it is using system default? If there is only one listed, is that the default? If this info is somewhere online, feel free to point me there. Thanks.
