No. Going forward everything will be using the new PsiParser. I'm not sure why its not working for you. By setting this setting, you're effectively telling it to use the old static channel scanning.

Well, ProgDVB never had this problem, but Mytheatre got, in fact I had to wait a new release, then it succesfully scanned channels.
