I realize better how unimportant TV shows and a PVR are in the scheme of things and probably will end up watching just one or two shows a week so I lost one addiction in the 30 degree Greek sunshine and 2€ beer. Might need thate intervention when get back to fall temperatures.

I can try another distro... but I'm guessing I'm not the only one who tried Ubuntu 18.04, was anyone else successful at that? What other variables might be at play here that I can mess with?

Did you try my suggestion - ie, schedule a recording, check if a file gets created, and check if you can play it in NextPVR or another player.

If you can't play it, you could supply the sample recording and I'll check what's wrong with it.

Yeah, see above, it recorded just fine, plays fine with VLC. But won't play in NextPVR (for a different reason, it would appear).

Perhaps you created the recording folder without proper permissions. Also since we are guessing without your logs which client you are using there are many things that be at play.

I just did some browser cross-checking, and found:
Ubuntu/Chromium - one frame
Ubuntu/Firefox - one frame
Windows/Edge - works
Windows/Chrome - works
Windows/Firefox - one frame

I thought that was live TV you are talking about the recording now. In any case why not try in Kodi so you can do a real test with a better client.

Yes the initial report was "One Frame of Video" in the web client, which seems to be specific to certain browsers, some work some don't.

The secondary issue is that NextPVR won't play back the recording. It records, and the file is fine, but NextPVR is confused about it, reports that the service wasn't running at the recording time.

Yeah my intent is to try some other clients when I have time, probably this weekend. I'm mostly just trying to help you guys with some testing, so let me know if there's anything you want me to test.

The best thing that you can do to help test is to start the server, do the minimal amount to generate the error/problem, then use the Settings | Log Files button to generate a complete set of the logs, and finally post the log .zip file along with a complete description of what was done and when (so that we can match it up in the logs).

Referring to logs posted in the original post which was a different problem (live TV) than now being reported (recording being marked as "Recording Service Not Running") isn't really helpful.
