I not sure yet if it is actually fixed but I connected to her work from my work as I always can, forwarded another port on her router for vnc, then disabled it.
Now I VNC home and do a port scan on her IP and I can see port 3389 on her system. I don't have an RDP client on my PVR so I can't test it until tonight.
The salient point is I forwarded port 5900 on her router and then promptly disabled it, but left the 3389 access forwarded. That seems to have made some difference. I also configured the VNC server but didn't start it.
Will check l8tr.

have you reset your router at all
dumb question i guess when you changed settings it would have anyway
