Sorry my answer was so vague but since the author doesn't give any useful information on why it could be a EG and Vista issue problem it is hard to diagnose a bind problem like this.
Some ideas
- run "netstat -an" to see if anything is listening on port 80
- check your anti-virus sometimes they provide internet suites that would stop applications from opening a socket
- turn your firewall back on, it should actually ask when EG starts
- review your firewall to see if you have unknowingly blocked EG
- check EG configuration to find it you are trying to bind to the right nic, maybe you copied something over you shouldn't have
- keep notes and post them back on the EG forums where I think the real permission error is.
