balancing CPU Power vs Keeping Cool & Quiet

Back in the PII days I remember we had Compaq PC's with no CPU fan at all. They had a HUGE heat sink. Has anyone done a matrix to determine how far you have to underclock (and undervolt?) to get by with a big honkin' heat sink?

How about underclocking NONE???

I personally wouldn't use something this monsterous, but if you were into the fine art of silent, it would probably do the job if you had a case fan blowing near it.
