I have two tuner cards, so I did this experiment. I captured the exact same program, 10 minutes of it, at two different resolutions. With all other variables the same, I did one at 720x480 and the other one at 352x480. I could not tell the difference between the two in terms of quality. What I noticed, interestingly enough, that the file size of the 352 was higher than the 720. When I went and looked at the specs, for some reason, the 352 was recorded at 9mbps bitrate, verses the 720 at something like 5. I don't know what that's about, since i had kept the bitrate the same on both.
Here's my question--if the quality is about the same, should i be capturing at 352? maybe i just need a primer on screen resolutions. (I'm in US, so it's NTSC here)
