Will an add-on video card improve picture quality?

Hi everyone!

I'm slightly disappointed with the picture quality of live TV when viewed on my PC. Will an add-on video card make a difference, or would it be a waste of money? Is there a way to improve picture quality?

My system is a Pentium D 2.66Mhz x2, Asus P5L-MX, on board video and sound, Hauppauge PVR150, XP Home w/SP2.

Go easy on me, please, I'm an idiot when it comes to this sort of stuff. :confused:
