Startup problem due to NativeUtilities.dll?

I so installed GB-PVR on my office machine, and it ran just fine excpet for the fact that my office machine does not have a TV card! I go to my htpc, install, and when I try to run, nothing happens. Looking at the logs, I see messages like this:

The nativeutilites.dll is indeed in the same dir as the exe so I am at a loss for what to do!

Okay,

Using filemon (http://www.sysinternals.com), I was able to figure out that the file missing was d3d9.dll, a part of directx 9. Once I got that update on the machine, it ran fine.

I am running Windows 2000. Perhaps this isn't an issue with XP. IN any case it would be cool if the installer checked for this!
