poor playback quality after fast forwarding

I'm using DScaler and VMR9 FSE and playback is pretty good. However, when I fast forward or rewind it usually gets really poor... pausing or skipping backwards a little bit seems to help and it will go back to normal.

I seem to remember somebody posting about a microsoft patch that fixed this but I can't find that post anywhere. Anybody have that link or any other ideas what could cause something like this?
