If it's the GPU fan that's noisy, it may be set higher than necessary, and software can be used to lower the fan speed when more fan isn't required.

Everyone complained how loud the 2900pro/xt is, but I changed the fan settings, and it's usually inaudible now unless I play a 3D game with it.

Just noticed you've got a 9800 pro. Is it fanless? Remember mine was a noisy little thing with a dinky fan.

After I replaced the power supply I also replaced the case fan with one of these.

The hum of the PC has noticeably diminished but still not enough. I put my ear up to the graphics card fan and it does seem to be a little noisy. I have a good beat on some fanless AGP graphics cards so hopefully I will be replacing that soon. After that the only thing left would be the CPU heatsink fan.
