ATI 650 Pro....motion problem

I just got the ATI 650 Pro chip today to replace my PowerColor 550. I have to say the difference is not very significant. But one problem I have that I did not notice on the other card is a motion problem. It's only sometimes, but an object on the TV gets blocky and does not move so smoothly. For instance, I was watching Star Trek and when the Enterprise takes off in the intro, for a second the upper half of the ship looks square and the space ship motion wasn't smooth.
I am useing basic cable service from my local cable company via a coaxial connection.(GB_PVR, Windows XP Pro SP2)

Any suggestions on how to fix this?

Can you post a screenshot of the problem? It might help diagnose what type of fault you're seeing.

Sure.... That problem is really hard to catch because it doesn't happen that often and it's real quick. It's sort of in the first one. The rest don't have that one particular problem, but the qaulity is really bad and I was wondering if you could tell me if it is supposed to be this bad for a ATI 650 chip? I honestly can't tell the difference between the 650 and the 550 I had before it.

I cant see the motion thing you're describing, but it does look like you've got really bad reception. Those pictures look crappy.

I cant really think why you'd upgrade from the 550 to a 650, unless you want to get the added ATSC support. Otherwise I dont expect you'd see a difference.
