This thread isnt about live tv, so your problem is most likely unrelated to the other stuff discussed here. Its most likely related to the combination of decoders you're using, so try different ones. Also make sure the audio renderer is set to 'system default'.

I also have an HVR2200 and have similar problems.

If I pause, when I resume it resumes a minute or so ahead of where I paused it. I think it depends on how long I pause it as to how far ahead it'll jump.

I have the default skip settings of 30/60. But Ctrl-Left will skip forwards 10 seconsd or so. In the case of one recording, at the start of the recording Ctrl-Left works correctly, but towards the end Ctrl-Left will start jumping forward 10 seconds or so. Ctrl-Right skips seem to go forward more and more too. This recording was in 720p

On another recording SD digital recording (576i?) the skip backwards works correctly throughout.

I too am having a similar problem. It started about 1 yr ago when I added a Hauppauge HVR 1600 HD tuner card. I now have 3 HD cards (Kworld PlusTV HD PCI 120 and Hauppauge HVR 1250)...all record dvr-ms files. When pausing a recorded HDTV recording on GBPVR, all is good if I hit rewind before I un-pause, but if I do not hit rewind and I just unpause, the audio resumes for a second and the video remains frozen. The whole thing locks up a second or two later (I.e., picture never changes, but audio stops) and I have to "stop" the recording and resume it to get it working again. I'm using "system default" for the audio renderer. This does not happen on Std def shows...even if they were digitally broadcast and recorded in dvr-ms files. 'Only occurs with true HD programming (much of which I'm noticing uses variable frame rates and has been the source of many other problems for me in case that helps).

Any ideas?

Just read this thread... and I also have this problem when viewing dvb-t (NZ) recordings only. dvb-s and analogue recordings do not exhibit the problem.
- both fastforward and rewind skip inconsistent periods of time. Anywhere from 0 seconds to the default 30/60 seconds. Sometimes rewind actually goes forward and vice versa.
- resuming from pause also does not resume at the point it was paused... usually a few seconds before or after. If using the GBPVR client, resuming from pause results in a few seconds of audio with video not advancing, then audio disappears (with the paused frame still viewable) for anywhere from 30 seconds to what seems forever, then with a few what seems like false starts the video and audio resumes.
While I can live with these... the WAF is low.

Using PowerDVD 8 codecs and default audio

I recently had some big problems with skipping when using PDVD8 and ts mux so I uninstalled it and switched back to the Purevideo decoder and everything is good.

Might be worth trying different decoders (check PVRX2.exe-native.log to see what decoders you are really using).

This isn't a skipping problem, but rather problems using fastforward, pause, and rewind when playing back h.264 recordings captured using dvb-t. I don't see a connection between h.264 playback and the Purevideo decoder (which I thought wouldn't be involved in HD playback).
